Paginate a list
Read all records with a stable cursor and fixed filters.
List operations return data and next_cursor. Continue with the cursor until it is null.

Keep the same campaign_id, filters and limit. Add cursor with the exact next_cursor from the response. URL-encode the cursor. Stop when next_cursor is null.
